For example, President Clinton implemented "Don't Ask, Don't Tell" without any authorizing legislation. The Reagan Administration explicitly violated federal law prohibiting use of federal dollars to assist the Sandanistas by trading arms with the Iranians and sending the money to El Salvador. <br /><br />Unfortunately there are numerous examples of where Presidents have effectively chosen to ignore laws because it suited their political agenda (Bush II has a whole list of things here). <br /><br />I respect you, and your opinion, but it is essential to acknowledge that this is not an Obama thing, but a President thing.
